			<content:encoded><![CDATA[<p>The construction firm working on the Western Ring Road have advised Council that they will be working on the bridge over the Moonee Ponds Creek in early August. As a result of these works <strong>the Moonee Ponds Creek Trail will be closed at the Western Ring Road between 9am and 2pm on Friday 6 August.</p>

<p>There will be a temporary road closure in <a href="http://maps.google.com.au/maps?f=q&#038;source=s_q&#038;hl=en&#038;geocode=&#038;q=Railway+Place,+Coburg,+VIC&#038;sll=-37.745005,144.963419&#038;sspn=0.003029,0.004823&#038;ie=UTF8&#038;hq=&#038;hnear=Railway+Pl,+Coburg+Victoria+3058&#038;z=16">Railway Place, Coburg</a> this week to allow a crane access to the former Union Mills/McNuts site at <a href="http://maps.google.com.au/maps?f=q&#038;source=s_q&#038;hl=en&#038;geocode=&#038;q=37+Munro+Street,+Coburg,+VIC&#038;sll=-37.74693,144.96293&#038;sspn=0.012114,0.01929&#038;ie=UTF8&#038;hq=&#038;hnear=37+Munro+St,+Coburg+Victoria+3058&#038;ll=-37.744776,144.963419&#038;spn=0.012115,0.01929&#038;z=16">37-41 Munro Street Coburg</a></p>
<p>The closure will occur <strong>7am-4:30pm on Tuesday 27 July and Friday 30 July</strong> and will affect cyclists on the Upfield bike path. It was not possible to leave the 2.5m minimum width on Railway Place for bikes to use, however there is a separate detour for bikes (as opposed to cars) which will use the laneway bounding the work site. The detour will only take cyclists 35m away from the path and the detour will be signed for cyclists and have traffic controllers at the North and South end of the closure to assist cyclists in finding the detour. <strong>Railway Place will remain open outside of the above mentioned times</strong>.</p>

			<content:encoded><![CDATA[<p>The Moreland City Council &#8211; Proposed Budget 2010/11 recommends a disappointing $3.49 per head expenditure on bike infrastructure. This is a significant decrease on previous years and much less than the <a href="http://www.bv.com.au/bike-futures/40830/">modest $5 per head recommended by Bicycle Victoria</a>.
<p>If you think that the Council should spend more on cycling, now is the time to send a submission to the Council.
<p>Details are available <a href="http://moreland.vic.gov.au/about-council/have-your-say/community-consultation/proposed-budget-2010-2011.html">on the council website</a>.
<p>Note that submissions are accepted until Friday 9 July 2010.
<p>It would be a good idea to send a copy of your submission to your local Councillor. Their contact details and profiles are <a href="http://moreland.vic.gov.au/about-council/councillors.html">available here</a>.<br />
It might be worth reminding them of their personal commitments to the environment, sustainability, climate change and healthy living and the Council Strategic Focus Areas of &#8220;A Sustainable &#038; Just City, a Proud City, a Healthy &#038; Educated Community, and a Responsive Organisation&#8221;.
<p>Council will receive and hear all submissions at a Special Council meeting to be held on 12 July 2010 at the Municipal offices, Bell Street, Coburg commencing at 6pm. If you wish to be heard by Council<br />
in support of your written submission, please state this clearly in your submission.

<p>The attachment shows the area affected around CERES. The detour route has been chosen to avoid sending cyclists on to busy Nicholson Street. Cyclists have been observed taking this route. Follow detour signs. Hopefully the closure won&#8217;t be as long as is shown on the map but the works are weather dependent.</p>
<p>The other closure is under Murray Road. The bluestone balustrade on the bridge above needs to be repaired after a car ploughed into it and knocked out a lot of (big, heavy) bluestone flagstones. Scaffolding will be erected under the bridge but the path will remain open except for intermittent short periods (minutes I&#8217;m told) when users will be stopped by a flag person if there is danger of objects falling from above. It was very lucky that no one was under the bridge at the time it was hit!</p>

<p>Dear Moreland BUG members,</p>
<p>More people than ever are riding in Coburg, Brunswick and throughout the inner north of Melbourne.   It’s great to see so many cyclists on the road.  However, with the days getting shorter it’s time to check your batteries and upgrade your bike lights so you can ‘Be Safe, Be Seen’ cycling this winter.</p>
<p>To legally ride at night, your bike needs a bright front and rear light (visible from 200m) and a rear reflector. </p>
<p>Moreland Council and local bike shops are working together to make it easy for you to upgrade your lights.<br />

Throughout the month of May you can get a massive 20% of a range of bike lights from <a href="http://commutercycles.com.au/">Commuter Cycles</a>, <a href="http://www.lygoncycles.com.au/">Lygon Cycles</a>, <a href="http://www.mymountain.com.au/">My Mountain</a>, Rays Bicycle Centre Brunswick and <a href="http://www.velocycles.com.au/node/31">Velo Cycles</a>.</strong></p>

<p>Council has erected a temporary detour in place on the Upfield path near Duckett Street due to an unsafe factory wall abutting the path.
<p>
The detour keeps being removed which is endangering all path users. Council has issued a notice to the building owner to install water filled barriers across the path with proper detours in place, however due to the holiday period and the building owner overseas, it has been difficult to get action. We are hoping that the barriers will be installed tomorrow, with a detour in place via Breese and West Streets.
<p>
There are also gas works going on in Breese St, however these are south of Duckett St, and should not impact on cyclists using the detour. The traffic management contractors at this site are aware of the detour in place.
<p>
We apologise for the disruptions, and hope you understand why we&rsquo;ve had to block the path. I will provide an update when I know more about the duration of works required to stabilise the wall.

<p>Just wanted to let you know that we&#8217;ve been successful in our application for a $160,000 grant for the East Brunswick shimmy. This brings our bicycle budget to over $1 million this year! The route links Canning Street to Barrow Street via East Brunswick, and consists of a variety of treatments including refuges across Brunswick Road and Glenlyon Street, contraflow lanes, path widening and surface improvements and wayfinding. I just wanted to thank the BUG for their support with our submission. </p>

<p>The BUG will organise rides and social events, campaign and advocate for cyclists needs, and work to improve the local cycling network and generally promote cycling in the community. It is also a great way to meet other cyclists and make new friendships</p>
<p>The inaugural meeting of the Hume BUG will take place:</p>

			<content:encoded><![CDATA[<p>Wednesday 14 October 2009 is <a href="http://www.bv.com.au/ride-to-work/">National Ride to Work Day</a>, a day to celebrate cycling.</p>
<p>Across Australia, work places and community groups will host Ride to Work Day breakfasts to reward people who choose the healthy commute.</p>
<p>Last year <a href="http://www.moreland.vic.gov.au/">Moreland City Council</a> hosted a community breakfast in Victoria Mall which attracted around 100 cyclists. This year is going to be even bigger with community breakfasts in three locations across Moreland.</p>
<h2>1. Capital City Trail: Velo Bike Hub &#8211; Cnr Nicholson Street and Capital City Trail</h2>
<p>If you head down Nicholson Street or the back streets of Brunswick East, be sure to stop at the breakfast by Moreland City Council and <a href="http://www.velo.bikehub.com.au/">Velo Bike Hub</a> on the Capital City Trail, just near the intersection of Nicholson Street.</p>
<p>Stop for a muffin and coffee and chat to Council staff or one of the friendly Velo Bike Hub crew.</p>
<p>Over 700 cyclists pass through the Capital City Trail and Nicholson Street intersection on their way to work each day so  this breakfast is bound to be a big one.</p>
<h2>2. Commuter Cycles: 14 Prentice Street, Brunswick</h2>
<p>If you live in Brunswick and head down the Upfield path to get to work, the closest breakfast site is at <a href="http://commutercycles.com.au/">Commuter Cycles</a>, on Prentice Street between Victoria and Albert Streets, just behind Brunswick Railway station.</p>
<p>Enjoy breakfast, chat to the staff about upcoming bike events and have your bike looked at by one of their mechanics.</p>
<p>If you need to leave your bike for a full service, ask about one of their courtesy bikes.</p>
<h2>3. Victoria Mall, Coburg</h2>
<p>If you live in Coburg or head down the Upfield path north of Bell Street, visit the main Council breakfast site in Victoria Mall.</p>
<p>We&#8217;ll be serving up a healthy breakfast and expect around 100 cyclists to stop, enjoy a pastry, fruit and a cup of coffee.</p>
<p>Come chat to Council staff about how we can improve cycling in your area. We are particularly interested in what Council can do to help encourage cycling in the northern parts of the municipality and want to include your suggestions as part of  the Moreland Bike Plan Review </p>
<p>All sites have Moreland TravelSmart Maps available and information about choosing the right bike.</p>

<p>On 8th July the Moreland Council adopted the 2009/10 budget with the proposed $820,000 spend on cycling intact. BUG is extremely pleased to see an increased expenditure compared to last year&#8217;s reported spend of $711,000, particularly given that this increase was approved in a tough economic climate and in a budget where rate increases were reduced significantly.</p>
<p>I think this great outcome is testament to the strength of the ever-growing cycling community in Moreland. The BUG will be working hard to make sure the cycling spend continues to grow over the coming years, to help Moreland realise its full potential as a cycling paradise!</p>
<p>The breakdown of expenditure allocated specifically to cycling in the 2009-10 budget is:</p>
<p>- Bike Strategy $15,000<br />
- Bike paths concrete $690,000<br />
- Bicycle structures $30,000<br />
- Onroads bicycle paths $85,000</p>

			<content:encoded><![CDATA[<p>It&#8217;s been brought to my attention that this month&#8217;s BUG meeting coincides with the <a href="http://www.morelandbug.org/2009/06/312">Council Budget submissions hearing</a>, which will be held at Coburg Civic Centre from 6pm, Thurs 25th June.</p>
<p>So the committee has decided that we will not hold a formal BUG meeting this month, but that instead we will encourage as many people as possible to come along to the submissions hearing. Even if you don&#8217;t wish to speak, it&#8217;s great to have a good strong show of cyclists there &#8211; it shows councillors that there is a big and active cycling community in Moreland.</p>
<p>Afterwards, those who are keen can head to a nearby pub or restaurant for an informal meeting/bikechat.</p>
<p>If you do plan on making a verbal submission to Council on the night, make sure you <a href="mailto:dmadden@moreland.vic.gov.au">register with Derek Madden</a> of Council beforehand.</p>
